Due to the great improvements in the new media platform,the modern social governance system has undergone tremendous changes: on the one hand,governments,enterprises,the public and non-governmental organizations are frequently involved in the process of governance and decision-making,influencing the treatment of major natural disastersin an all-round way;on the other hand,it promotes the social participation of the public,and thus gradually strengthened the use of new media in deliberating and administration of state affairs.As a key player in handling major natural disasters,the government shall take greater social risk in the face of the current situation.In addition to carrying out the task of disaster relief and the reconstruction of disaster-stricken areas,the government should also be responsible for the timely elimination of information blind spots,the setting of public issues,the pacification of public sentiment,the guidance of public opinion,and the maintenance of social stability.Since the Wen chuan earthquake in 2008,the public started to exchange the latest information about disaster-relief via new media.At present,new media has formed a platform centering on media sites,microblog and WeChat.This phenomenon,undoubtedly,has brought great changes to public opinion on natural disasters.Under this context,based on “Fu ning Tornado” which hit Fu ning on June 23,2016,this article will dig into the relevant behavior of Internet users in natural disasters,the agenda of the government,the Internet and the media,and the performance of the government in disaster reliefby means of content analysis,discourse analysis,etc.Through the analysis,this paper will provide some strategies for the government to pacify public sentiment and alleviate social conflicts,provide some advice for the government to guide public opinion on natural disasters,and provide some suggestions for the media to improve the quality of reports onmajor natural disasters.
