Study On The Key Approaches For Performance Evaluation Of Video Analysis Software Toward Public Security Service

With rapid development of “Golden Shield Project”,“Science and Technology Enhancing Police Force”,“3111 Project”,and “Safe City” construction,public security departments all over the country have established a large number of video surveillance systems,which has played an extremely important role in preventing,controlling,and detecting criminal offences.However,public security departments find it difficult to accurately evaluate video surveillance system in the process of system selection and project bid.Particularly,there is no unified standard for the most popular video analysis function.Thus,public security departments cannot carry out comparative evaluation based on one measurement.Therefore,from the perspective of quantitative evaluation,the paper studies and discusses intelligence of video surveillance system,and provides assistance for public security departments to select suitable video analysis software.According to the above problems,the paper mainly carries out the following researches:First of all,the paper applies the method of literature analysis.It sorts out and summarizes existing mature theories related to video analysis technology.The author then collects and compares domestic and foreign methods to evaluate intelligence of video analysis software,which lays a solid theoretical foundation for follow-up evaluation.Secondly,by means of field investigation and literature retrieval,the author analyzes demands of public security departments to apply video analysis technology from perspectives of application field and application objective.Based on the above results,the author establishes a set of evaluation index system that integrates object detection,object matching,and object tracking.By combining analytic hierarchy process,the author constructs an intelligence evaluation model for video analysis software toward public security service.Thirdly,through mixed programming technology of C# language and VBA language,and on the basis of the above evaluation model,the author develops an intelligence evaluation software for video analysis software toward public security service.The software is designed mainly in three aspects including general structure,functional module,and operation process,and design the function that can distribute different weights in different test scenes.In the end,the author measures software design function.According to the result,it is feasible to evaluate intelligence of video analysis software by applying software.Beside,the software can be taken as a new quantitative evaluation way for public security departments to evaluate intelligence of video analysis software.
