As the scale of the universities is continuously extended and the number of students is dramatically increased,the school staff's workload of financial management is also going up sharply.Since the students' admission time is highly centralized,the simple on-site tuition charging mode will make a good deal of students be crowed together to pay the tuitions in front of Finance Department.During that time,each collector has to deal with hundreds of receipt nodes each day.They feel physically tired to bear the high workload.During the period of a new semester in charging the tuition,the financial staff keeps busy,pours out the grievances,works overtime and produces low efficiency.At the peak period of starting school,the staff is easy to make mistakes under the high workload and time-stressed conditions.The university tuition charging work is featured as short time,centralization,diversification of charge items,long-term procedure and high workload.The universities expect to develop the charging system software which can greatly improve the charging efficiency,reduce the staff's workload and meet the tuition charging requirements at present stage.Through the research of limitations and deficiency of the existing university tuition charging system,the innovative charging management system based on C/S mode is developed through the LAN in the college,optimizing the operational procedures,setting up the new charging methods and improving the charging efficiency and charge rate.The new system platform is constructed based on Powerbuilder programming language and SqlServer database management system.As a trial,the tuition charging system of Yinchuan Energy Institute is launched.As an important part,the digital campus can also be incorporated.Through the innovation of system development,the intermediate link is simplified through the optimized business portfolio;the similar operations are greatly avoided by the batch processing function;through the pretreatment and pre-built data,the working strength of servers and equipments at the peak time can be decreased;the optimized default configurations will reduce the clicking frequency;the efficient shortcuts will promote the operation efficiency;the system also develops the automatic and intelligent tools of character matching and creates the proxy mode of bank deduction so as to realize the systematization,automation and standardization of the university charging management,remarkably reduce the repeated workload and improve the working efficiency.
