The fast development of city has brought many social problems involving people's livelihood,urban environment and public order.In order to solve these problems,traditional technologies and managements are not acceptable.The new management mode brought by new technologies has been created in urban management.With development and breakthrough in the new generation of information technologies such as geographic information system,Internet of Things,cloud computing and cloud storage,smart city has made the shift from theoretical level to practices.Fularji District of Qiqihar is the first generation of old industrial base after the establishment of People's Republic China.This district has been puzzled by urban and livelihood issues,and its economic development has also been too slow.Therefore,this district chose smart urban construction as the solution for urban problems,and it also seeks effective path for new development direction.As a result,this article is a research based on the Fularji District Smart City Project(the first smart city project that has been implemented in Heilongjiang).Firstly,by analyzing the drawbacks in management system and management method behind modern city management issues,it proved the necessity of building smart city management under the backdrop of constructing smart city.By referring to Fularji District Smart City Management Project,it elaborated how smart city system relied on smart city technologies s uch as space information,work flow,industry entity base,computer network and mobile telecom,so as to achieve informatization,refinement and scientization for city components and event management.Secondly,To identify system's development environment and technology,we can find that JAVA language environment technology was used to develop the system,together with MVC software development framework such as Spring,Hibernate,AJAX and HTML5 application framework models,and combined the Flex technical framework in it.All this simplified system's client side,and also improved the scalability and maintainability of the system ?The article created a SQL SEVER basic data base to fully share existing resources and use informationized ways to establish city digital management platform for longitudinal business penetration and horizontal division of responsibilities in different departments,so that the decentralized management of traditional city management can be transformed into centralized management.In addition,city digital management system software will be deployed on system operation platform to complete overall implementation and integration of city digital management system.Thirdly,the article established work task of geographic information system to set work flows.The main tasks include geological exploration for geographic information system,data collection,data organization,data integration,data control measurement,production of orthophotoquad,detection of undergroundpipelines,using the Super Map5 C software systems productions of three-dimensional map and development of relevant extended modules.Lastly,the article established the fusion interface for software system and video surveillance,so as to enhance its ability of spott ing urban issues in multiple-dimensional way.The research is supported by mobile internet and relied on the smart analysis that is based on DDS video platform construction standards.In addition,it also used technologies such as unified positioning to give the most convenient,expansive,accurate and positive response and demonstrate the realization process of each sub-module.
