School is the key units of the public institutions for energy conservation and emissions reduction.Energy consumption is huge and energy saving potential is tremendous in university.As the work ideas of building energy conservation has transformed from how to save energy to how much energy consumption gradually,china government put forward the energy-saving routes of total amount control of energy consumption.The establishment of the corresponding energy consumption monitoring system is an effective method to get building energy consumption data.Therefore,the design of building electrical system and energy consumption monitoring system can be synchronous integrated when design a new construction Compared with the traditional form of the separation design,this method is proactive.Not only the design resources are integrated and optimized,but also the system can be implemented effectively.A Xi 'an university laboratory building as an example in this paper.The building belongs to the first class high-level buildings,which is Comprehensive teaching building.Total construction area is 26517 m2 and building height is 48.8 m.There are one floor underground and twelve ground floors.Structure form is reinforced concrete frame and shear wall structure.The design of the building energy consumption monitoring system must be based on building electrical design,both of them are completed synchronously.The completed design of building electrical system lays a good foundation for building energy monitoring system design and provides the design basis.First of all,the design of the building power supply and distribution system is expounded,which is the voltage drop system from high voltage(l0kV)to low voltage(380/220V).The electrical design not only included the load calculation of low-voltage distribution system,distribution transformer and diesel generating set,but also the design of low voltage vertical distribution system,power distribution box system,high voltage distribution system and the design of substation.Secondly,the power data & other sorts of energy consumption collection points were determined based on energy consumption of different items.According to the requirement of this project,the schematic design of energy consumption monitoring system was completed.Finally,equipment selection and arrangement of the hardware of energy consumption system was completed based on the energy consumption collection points.Every energy consumption collection point was numbered normatively and every energy consumption data was coded normatively according to the relevant specification.The monitoring software was attempted to design.This design is not only the reflection of implementation the national policy of energy conservation and emissions reduction,but also great significance and reference value in scientific monitoring and effective energy-saving regulation of public building energy consumption in Shanxi Province.
