There is an issue of low energy efficiency commonly existed in government office buildings and large public buildings. Real-time monitoring system installates energy data acquisition in the circuit energy systems, air conditioning systems, water pumps, computer room and other energy-consuming places, to get real-time energy consumption data through sensor network spreading to the background of the computer terminal. Estate management departments can master energy consumption of different devices and different time, to improve the level of property management. At the same time energy consumption data transmitted report to the provincial and municipal administration by Internet. After the running of the real-time energy consumption monitoring system, the data will be reported to the manage department to improve energy management and saving by energy consumption analysis, energy audits, energy efficiency publicity, and fix systems for government office buildings and large public buildings . In this paper, according to the basic components of the building energy monitoring system construction had been studied, such as data collection, terminals and data centers, which is listed as followed:1. To carry out a study of power data acquisition.Power data acquisition is the terminal of energy consumption monitoring system for the government office buildings and large public building, to breakdown the dynamic power, aquire energy consumption information from metering devices, and process and remote transmit the energy consumption data on site. Data acquisition is consisted by a power metering chip, single-chip microcomputer and 485 BUS, which is installed in the supply lines (power frequency 50Hz, voltage 220V and 380 V power). Current, voltage, power and other parameters are collected to transmit to signal chip through current voltage transformer. Microcontroller read the data in chip, after the agreement package, through the 485 BUS module to 485 centralized converter, converted into TCP / IP network packets, through the IP network to the terminal database storage. With the support of energy monitoring and management system and remote control via RS485 interface, data collector can complete the monitoring and data-reporting for the power real-time data monitoring, and output control function.2. To carry out the research for the data center software design. Data Center database contains the basic construction such as basic item data sheet, energy consumption breakdown dictionary table, the results of split energy sub-table, the terminal collector must be connected to the data center through the authentication.The terminal collector aquired and integrated original energy data, and then transfer it to protocol to encode into XML stream and encrypted transmission to the data center. Center software platform can read the original data for analysis, to show to the operator users through power data acquisition services, protocols data analysis, logical data processing, data uploading and downloading, information collaboration services, statistical analysis services, property management services, energy web services, short message service, building maintenance information, system management functions.
