Research On The Problem And Government Responsibility In Open Data

Although open data is significant in big data era,the opening road is not smooth for every country.There are a variety of problems.Big Data have big value,but the value is not well used and not even been discovered.Because the data of different industry stored in different places,it's difficult to integrate and use.Most of current research on data open were based on macro perspective.Such as the research on the application and technology in a specific area,which lack of the comprehensive view on the entire data open process.Therefore,it is necessary to have a comprehensive study on the problem of the data open.It may find the main duty of the government,and promote Chinese data open process by targeted macro-control.Firstly,this paper list the current global open data situation,and analysis the differences between China and the other country.Find it late for China to start open data,and there is a big gap with the advanced countries.Secondly,in order to conduct a comprehensive and detailed study of the data open problem,this paper combines text mining technology and grounded theory as a new research methods to analysis the existing literature about open data.Then extracted the keywords of the open data problem by the automatically extract and handed extract.Thirdly,build a data open ecosystem what divided data open activity into three parts concluding data,people and data environment.According to data open ecosystem this paper build a Words-Problem description model,with this model we can extract the data open problems based on the extracted keywords.Finally,this paper analysis the government responsibility according to the data open ecosystem and the extracted problem.And raise the conclusions that it is government's responsibility to build and maintain data open website,make the rules and regulations,and guide the enterprises and individuals to join the open data plan.This paper use a new method to analysis the existing literature and network articles,and have an overall view about all the problems that already exist now or might appear in the future.The conclusion not only can help for the work of next stage data open,but also can deepen people's awareness of the data open problem.
