Big data industry is just unfolding,The value of data is being recognized by more and more people.Government data resources account for a large proportion of the whole social data resources,it's an important part of the big data industry.At present,the use of government data resources in China is still in its infancy,there is still a gap between the advanced countries in the world.The main problem is the lack of open data resources,poor data quality,and so on.Therefore,how to get more high-quality government data has become an important research topic.At present,the existing government information resources in the city of A have been basically completed and integrated,and the next step is to collect the data directly from the grass roots.This paper analyzes the background of government information collection and the significance of open government data.It gives methods of avoiding the repeated collection of government information and improving the quality of government information collection.It analyzes function module,performance index and integration with existing government information systems of the grass-roots government information collection system;completes the system requirements analysis,functional module design,detailed design.The system is developed to achieve.The grass-roots government information collection system is based on the Microsoft products and the technical route of.Net,to achieve index management,data standard management,data difference management,collection activity management and data exchange,and so on,to achieve the goal of expanding the database of government information resources,avoiding duplication of the same information collection,uniforming data standards.
