At present,there are upgrade scenes among the three pillars of china telecom,china mobile and china Unicom in communications industry of smart mobile phone.At the same time,the mobile communication markets are more competitive.The quality of the network,the network service and the tariff level become the key factors of consumer concern with the continued explosive growth of popularization of intelligent mobile phone data flow.There are some problems such as the rapid leading,voice utilization rate of decline and the main source of income for operators.On February 2016,GSM the mobile phone Internet customer number for the ratio of total 2/3/4G was 24.0 %,and the traffic accounted is 15.3 % in the Hangzhou mobile company.It can be found that the GSM network is still the main mobile phone network access service.In order to get a better understanding of network data service quality in Hangzhou mobile communication,the data communications network service quality becomes a kind of need.Firstly,it is introduced that is the current data service evaluation methods and important,analyzed the evaluation methods and compared the advantages and disadvantages of them.Then the concept and application of fuzzy mathematics are introduced and introduced the advantages of the fuzzy comprehensive evaluation method and the multi-level fuzzy comprehensive evaluation method by analyzing the analytic hierarchy process theory and the specific calculation verification process in the fuzzy mathematics evaluation to apply it to the practical evaluation of Hangzhou mobile branch Xiasha user perception of business data.The results shows that data service quality of each BSC coverage area get 18% to better,11% to good,10% to bad,31% to worse.The fuzzy integral model(Y)was introduced to simplify the based on the GSM data service quality evaluation method of fuzzy theory and to evaluate the results of subsequent improvement work.The 6 key indicators were got by comprehensive evaluation the date of Hangzhou Xiasha 8 BSC area.Then the difference between BSC095 and BSC154 evaluation results were found by comparing with the traditional KPI index evaluation method to Hangzhou mobile datas.The BSC095 data service is significantly higher than that of BSC154 according to the actual location of Xiasha BSC region.So,the new method is more close to the actual user perception,accurate and reasonable.However,the whole calculation process is more complex than the traditional method,which needs to be further simplified to enhance its operability.At present,it is very urgent that to enhance user awareness with the rapid development of mobile data services,so the accurate evaluation method is very important.The new evaluation method can be applied to the 4G and the future of the 5G business,which has a strong practicality and replicability.
