China's economy is in rapid development,especially after the proposed integration strategy of Beijing Tianjin Hebei,the central government strengthened in Hebei Province,especially in areas near the capital Langfang ring of agriculture and rural infrastructure construction and transformation of the policy support.The new rural development in Langfang has been in the national planning steadily,it can be said that some rural areas in Langfang city began to enter the new age of the integration of urban and rural development,in home appliances,deepen the transformation of the rural economy in rural areas to support the policy of electricity demand growth rate is high,the rural power grid is facing huge supply pressure.In recent years,Langfang city distribution network in terms of network structure,power supply capacity,power supply reliability gradually exposed structure is weak,insufficient power supply capacity and equipment level of the outstanding problems,the prominent contradictions and the construction of a unified national Power Grid Corp,strong smart grid requirements there is still a large gap.Langfang city Power Grid Corp for the current outstanding problems in the area,especially the power imbalance in the power supply and demand situation,Langfang city power company to carry out a new round of rural transformation project,through the rural power line network transformation,within the jurisdiction of the rural power network loss reduction management,rural electricity safety,enhance the ability of rural distribution and other aspects of a a series of exploration and improvement,in order to promote economic,social and ecological benefits of Langfang power supply company in the transformation.This paper is based on the power supply company of Langfang rural general practice,through the practice of rural transformation at home and abroad were analyzed,in the grasp of the overall rural development in Langfang City,to the effect of implementation of the project of reform of rural power in Langfang is analyzed and the scientific and objective evaluation based on the outlook for the upgrading of Langfang power supply company for work in the transformation,in order to promote the future development of the rural reconstruction in Power Grid Corp.First of all,through the domestic and international implementation of the project evaluation and management of the literature to carry out a careful study and analysis,to understand and grasp the latest status of the implementation of the evaluation of rural transformation project.This paper expounds some basic theories of the evaluation of the implementation of the transformation project of the rural power network,analyzes the reasonsfor the implementation of the upgrade project of the rural power network,analyzes the environment of the upgrade project of the rural power network and the basic theory of the neural network.Secondly,put forward the principle of constructing evaluation index system to implement the transformation project of Langfang City,established the evaluation index system of Langfang city rural upgrading reconstruction project implementation,and then a neural network model was designed according to the characteristics of index system and neural network is established,and solved by using the MATLAB software.Finally,using the established index system and the neural network model to evaluate the implementation of the upgrading of rural power network in Langfang,the evaluation results show that the project score is very high,consistent with the actual.The results of this paper can provide reference for the implementation of similar projects in the future,but also can be used as a reference and practical reference for the development of other domestic power supply enterprises.
