In the process of China's urbanization development, the township economy is also developing rapidly. At the same time, With the improvement of people's living standard, the demand for electricity has significantly increased, also the safety and reliability of rural power operation have higher requirements. The construction of rural power communication network in Balinzuoqi not only can improve the reliability and stability of the regional power communication to provide reliable protection for industrial and domestic electricity in this area, but also can guarantee the supply capacity and power quality in this area which can provide a basic conditions for regional industrial production and daily life and finally have a positive impact on local economic development. The comprehensive evaluation on the project of rural power communication network construction in Balinzuoqi not only provides support for the smooth progress of the project, so as to ensure reliable and stable of power communication, promote regional economic development and improve people's living standards, but also may provide scientific reference for other power communication network construction.In the background of the project of rural power communication network construction in Balinzuoqi, this paper has a comprehensive evaluation on the rural power communication network construction. At first, the article introduces the background and significance of the research, systematically analyzes the research status of power communication network and comprehensive evaluation, reviews the content and the structure of the paper and outlines the Analytic Hierarchy Process and Fuzzy Evaluation. Then, the paper details the status of power communications network in Balinzuoqi and analyzes the problems and the necessity of the project. In this part, on the first the author analyzed the project from four aspects which includes technical analysis, economic, social and environmental benefits. Based on this, the author then established the comprehensive evaluation system of the project which mainly includes voltage power distribution communications network, Wireless Network, safety, advancement, investment estimation, cost analysis, financial analysis,reliability of communications and power supply, meter reading accuracy, the impact on local employment, electromagnetic environmental impact, energy reduction and consumption, etc. At the end, AHP and Fuzzy are used to evaluate the project. And we get the conclusion that the single factor and the Single factor evaluation and comprehensive evaluation results of the project that power communication network construction in Balinzuoqi are all excellent. The results of this study provide some basis judgments for the smooth implementation of the project. What's more, it has acertain significance for comprehensive evaluation of other project of rural power communication network construction.
