Rural road construction is the foundation of new socialist countryside construction, it’s an important part of china’s new socialist countryside construction. In recent years, Qingshuihe county of Hohhot increases the investment in rural construction. Rural road construction has become the focus of the countryside work. Through the efforts of the past few years, most towns in the county have been built the asphalt road. Almost90%of administrative villages have been completed the asphalt road. Qingshuihe county has basically built the wheel-shaped transport network as the center of the county, radiation radius of the rural asphalt road.However, with the economic development, as the road traffic volume and traffic load increase, many road design level can not meet the growing traffic demand. Under the combined effects of the heavy traffic loads and the natural environment, the road pavement structure generally appears early damage. These damages will directly affect the driving speed, comfort and safety, and limit the economic development of rural areas.Therefore, how to correct the rural road evaluation and establish an effective evaluation system to apply in the engineering practice is urgent and important.This article firstly summarized the complexity of the pavement structure and analyzed many kinds of reasons for damage road. Secondly, it described a few important indicator of pavement performance, and discussed the pavement evaluation of several models. Then the paper introduced the theory and computational process of neural network and genetic algorithm. By the software Matlab6.5language program, the article combined the two to establish the genetic neural network model. Finally, the model is applied to the Qingshuihe county road pavement performance evaluation. The results show that the model is feasible, simple and convenient. It can provide a scientific method for performance evaluation of rural road surface, or provide a reference for road management and maintenance work in the future.
