Research And Realization Of Inspection And Quarantine Supervision System For Cross-border E-commerce

At present,Cross-Border E-Commerce has gradually became the emerging growth point of China's import and export trade.Clearance still is the biggest obstacle to cross-border trade facilitation all over the world and in the process of inspection and quarantine supervision the problem is especially serious.At present,most of China's Cross-Border E-Commerce pilot area cargo inspection and quarantine is still using the traditional import and export trade supervision methods.Traditional regulatory approaches have the following problems:(1)Traditional clearance is slow,poor flexibility,low pass effect.law enforcement officers which in the bonded area have huge workload,it is difficult to meet the rapid development of modern Cross-Border E-Commerce industry needs.(2)Traditional goods import supervision information system is low degree of information.It needs to Cross-Border E-Commerce business model for demand analysis and the relevant software system need to redesign.(3)In the current Cross-Border E-Commerce bonded zone mode,the goods in the bonded area are "whole into and scattered out".It is lack of effective risk prevention and control methods and it is not conducive to improving the level of national security.This article relies on an inspection and quarantine bureau to study the inspection and quarantine supervision model and process under the mode of border freight forwarding.On the basis of drawing on the existing quarantine supervision mode,the Cross-Border E-Commerce inspection and quarantine supervision system is designed and implemented according to the characteristics of Cross-Border E-Commerce and the special needs of supervision.The main works are as follows:(1)It proposed a new Cross-Border E-Commerce inspection and quarantine supervision model and given the relevant business regulatory processes and regulatory methods to effectively achieve the comprehensive supervision of Cross-Border E-Commerce.(2)It proposed an improved Nemero index method.Using the improved Nemero index method to calculate the risk index of imported food achieved the risk of import safety control.The method can timely and effectively analyze the current safety risk level of imported food.3)Design and implement the Cross-Border E-Commerce inspection and quarantine supervision system to complete the comprehensive supervision of Cross-Border E-Commerce under the bonded zone mode.The system can effectively control the risk of imported goods and it is efficient,feasible,easy to promote.The system can effectively protect our country's national ecological security and improve the quality of imported goods.The work of this paper effectively fills the gap of the relevant academic research on Cross-Border E-Commerce inspection and quarantine in bonded zone model.
