Analysis, Design And Test Of Electronic Supervision System For Guangdong Entry-Exit Inspection And Quarantine Bureau

Along with the increment of export enterprises in our country, both the threshold of the international market and the technical limits keep increasing, thus the inspection and quarantine is required to be guarded strictly with heavy working pressure. Especially Guangdong Entry-Exit Inspection and Quarantine Bureau (GDCIQ) located in the largest province in foreign trade bearing over one third of business in inspection and quarantine all over the country with only one eighth of personnel in this system leads to severe contradiction and difficult.In order to solve the contradiction between growing work and acute shortage of personnel and accelerate the clearance, the current monitoring mode must be reformed. The Bureau proposes the "2211 Mode" creatively and theoretically from scientific and practical perspective, i.e. carry out "Two Authorization", set up "Two Supervision", center "One Core" and form "One Network". The electronic monitoring system offers technical support with computer software and hardware to reform the current mode and implement the "2211 Mode".The article firstly introduces the generation background of the electronic monitoring system project for GDCIQ, and then describes the general business demand on the system and that on each sub-system. Based on the introduction of design principle of the application software, describe the hierarchical and the general structures of the system. At last, it introduces the practice course of the software testing theory combined with the actual situation of this project.Now, the electronic monitoring system is delivered to customers and gets their praises. The implementation and application of the system proves the possibility of realization of the 2211 Mode. This creative monitoring system is now spreading to the inspection and quarantine systems in the country. This project won the first prize of Guangdong Province Science and Technology Awards and the first prize of Guangdong Entry-Exit Inspection and Quarantine Bureau Awards on Developing Inspection by Science and Technology.
