University is the place for talent training, the coupling of research result and teaching can enhance talent training quality. The development of university scientific project management information system, can improve scientific project management efficiency, thus to promote the development of scientific research in university.Scientific project management of a certain university in Henan province is selected as research background for the development of scientific project management information system.System development feasibility is analyzed from three aspects of economic,technical and operation, thus ensure that the system is comprehensively feasible. B/S pattern is selected as system architecture, thus to reduce system maintenance difficulty.The technical framework of J2EE is selected as system implementation platform, and the technical combination of JSP, Servlet and JDBC is selected as system development factors. System users are detailed analyzed, and users are divided into several kind of participants, such as system manager, researcher, research manager and etc. Requirements of every participant are analyzed, and UML use case analysis model is established for participants’ requirement description. Several businesses in scientific project management are analyzed, and work flow model is established for business description. Participants’ role in every business is determined. According to MVC design pattern, the system is divided into three layers, which include View layer,Logic layer and DAO layer. View layer is responsible for user interface creation,Logic layer is responsible business logic process, DAO layer is responsible database communication. Database structure model is designed and database model is acquired by ERStudio. According to database model, database tables are created. Functions in every module are detailed designed, class model and sequence model are designed.The system is accomplished and program package is acquired.University scientific management information system developed in this dissertation enhanced. business process efficiency, and promoted information construction in university.
