In the current society, the computer science and technology is the technology tools in social production, and life and it's the application value in multiple industries. Among them, the scientific research work is an important driving force of our country science and technology progress, and scientific research units are bearing the important organizations of scientific research in our country. For a long time, many scientific research units made a prominent contribution in terms of research, and through the traditional way of labor and the corresponding results. But with the progress of the society, especially the transformation of the information society, and it forces the scientific research work must change. Many cases prove that exist in the traditional pattern of scientific research work to study low efficiency, poor quality of the project,unfavorable factors such as budget control is lax. As the number of scientific research, improve quality and so on various aspects requirements, it requires scientific research units must carry out the reform of the management work of scientific research, through the information method. The research background of this system is a provincial scientific research unit in Liaoning province, and the unit needs to be urgently in the scientific research management information software system and use it as a catalyst for the scientific research work,strengthen and standardize the existing scientific research process.The research of this system uses B/S structure and SSH architecture technology and it can give full play to the B/S structure, cross-platform, easy maintenance, the advantages of wide application. The SSH architecture is the mainstream of software architecture model and is based on the development of technologies such as Java and software architecture and it is an important achievement of J2 EE platform, the SSH architecture are outstanding in terms ofsystem development speed, on the premise of high technical level, and balance the system scalable, good management and maintenance of the necessary quality requirements. This system fully reference and scientific research units of the actual work of the existing difficulties in the business of business and functional aspects, formed the targeted work transaction management,scientific research project management, meeting management, user management, news management and so on five big core function module, it can fully meet scientific research units to everyday work, scientific research project quality control and so on various aspects of core work.Through the study of this thesis, and the working process of the scientific research units will be made easier and prompting researchers work level towards a new level and this thesis studies the function modules are closely associated with a certain scientific research units and it is under a certain demand analysis conclusion of specific research, so this research has the very high practicability.
