The Changes Of Business Features And Implementation Of The Front Control Of Electronic Records Management

With the development and improvement of technical systems such as OA and CAD,the efficiency of official handling has been improved,at the same time the concept and process of file disposition have been profoundly changed.Because of the changes of the electronic documents relative to the traditional documents,the credibility and authenticity of the long-term preservation of electronic documents cannot be fully recognized,and the validity of the law has been controversial.This paper aims to use the theory of front control to explore the strategy of intervening control in the front-end of electronic file life cycle,and to safeguard the trust degree and authenticity of electronic files after filing.The innovation of the thesis lies in these aspects: the scientific demonstration of the significance of the front control for the authenticity of electronic documents,comprehensive combed five changes of business features of the front control,and explored its implementation strategy.The main content of this article is divided into the following three parts.The first part expounded the front-control theory,making a specific definition of front control of electronic records,carding the formation process of front control theory,discussing the content and essence of front control theory.The second part has summarized the five features of front control in business process,such as recording in advance,filing timely,identifying in advance,confirming the classification identification in advance and utilizing synchronously,through contrasting the archival business process of front control mode with traditional back control mode.Meanwhile,this part analyzed the specific meaning of each feature as well as the new changes brought by front control in management.The third part discussed the ways to realize the front control of electronic records,from the level of ideology,technical means,and management methods.It is believed that the acknowledgment of electronic records from the level of ideology is the precondition of realizing and promoting the front control code,technology is the key to ensure the normal work of electronic records mode and achieve the goal of authenticity,readability and safety,and the management methods directly determines whether the front control can be implemented.To sum up,the front control can effectively ensure the authenticity,readability and safety of electronic records.Besides,the front control can optimize the management function and improve the management efficiency.The five business features of electronic record are the distinct difference between the front control mode and the traditional control mode.To realize the front control mode,we need to establish the front control thought,improve the technology,plan scientifically and attach the importance to the construction of system guarantee and standard regulation.
