Electronic Document Authenticity Guarantee Model Study

The management of electronic records is an important question endowed thewhole world file manager and archivists by the times. Since the naissance ofelectronic records, international archives academe has paid more attention to them.Electronic records inherit the basic characteristics of traditional records, but they alsohave representative characteristics that differ from the traditional records' modality.For example, the authenticity of electronic records is being confronted with suspicionand challenge that never exist before. Because authenticity is the basis andprecondition of electronic records' availability in administration and evidence in law,so it has been a troublesome problem that how to recognize authenticity of electronicrecords in the process of formation, transmission and preservation. It's pleasing thatthis question has arouses the attention of some experts and the research actualitypresents the characteristics of various subjects and measures. But we should also seethat at present the academe's research on authenticity guaranty of electronic records isjust on the first step stage. It should be deepened and widened.This thesis, under the guidance of system theory, on the basis of Theory ofRegrouping File Management Flow, Theory of Records Continuum and New OriginView, established in the need of electronic records management theory anddevelopment of management practice, emphasizes the research that how to analyzethe question of authenticity guaranty of electronic records through the means of model.The research aim of this thesis is not to provide a fixed settlement to the question thatalways is right whenever it is placed to the whole world, but to provide a constructivesettlement way to the question. The whole text mainly discusses the next severalquestions:This thesis introduces the new characteristics of file and archives management inelectronic records times firstly. And through systematically studying and comparingthe research of other experts national inside and outside, the author elicits the mainquestion of this thesis—"authenticity guaranty of electronic records"; Secondly thisthesis probes into whether it's helpful for the settlement of authenticity guaranty of electronic records to elicit the model means. Through constructive mechanism andprogress analysis of model, the author finally establishes the authenticity guarantymodel of electronic records that has one core, two base levels, three administrativelevels and nine elements. It's the first time to solve the question of electronic records'authenticity guaranty using model means. Then for the sake of solving the question ofelectronic records' authenticity guaranty, this thesis detailedly analyzes theconnotation, function, effect of key elements of model from macro to microcosmic,from collectivity to proportion. The analysis includes some research characteristics,such as "the essential analysis to the concept of authenticity", "bringing forward theidea of quality control", "the implement of metadata management" and so on.Following that, this thesis discusses the characteristics and constructive significanceof the authenticity guaranty model of electronic records. At last, this thesis mainlysummarizes the research productions, analyzes deficiencies of the model and bringsforward the new questions that need to be solved next step.
