Research On Broadcasting Management In The Period Of Northern Warlords Government

The last phase of the Northern Warlords Government nourished the naissance and development of broadcasting.It has always been followed with interest that how was broadcasting introduced into China during this period,what was the government's management of this new media,and what can we learn from the governmental management of broadcasting at that time.This paper will observe and study the administration of the Northern Warlords Government to the broadcasting industry through the method of combining literature research and case study.It is found that the Northern Warlords Government initially established the principle of state-owned broadcasting based on which all foreign radio was banned.With the deepening of the influence of broadcasting on social life,the government had realized the unique and significant role broadcasting played in the transformation of the society.For that reason,the government accelerated the pace of developing China's self-supporting broadcasting and as a result,the managing effect was becoming complete.The broadcasting management strategy of the Northern Warlords Government mainly consisted of two parts-to issue special laws and regulations,and to set up special administrative organizations.Moreover,the government carried out specific management measures for setting radio personnel,regulating broadcasting station management and strengthening professional training.The Northern Warlords Government had produced good effect and performed a historical role in the process of broadcasting management.Concerning the effect,it can be manifested in two main aspects-promoting the steady development of the broadcasting industry and maintaining the sovereign rights thereof.With regard to the historical role,it could be taken as the foundation of China's radio management system as the National Government followed the regulations promulgated by the Northern Warlords Government by continuing establishing a unified broadcasting authority and strengthening the propaganda function of broadcasting.In a word,summarizing the broadcasting administration history of the Northern Warlords Government can enlighten the current government in establishing proper attitude and managing policy to the new media.Specifically,in attitude,the government should actively accept and standardize the new media;and in certain steps of management,the government should formulate laws and regulations meeting the requirements of the new media,and set up highly efficient and specialized management organizations.Meanwhile,the government ought to pay due attention to the use of new media for its propaganda function.
