Investigation On The Practice Of "Construction,Management And Use" In Hunan Rural Broadcasting Villages

The work of "agriculture,countryside and farmers" has always been the focus of the work of the Party and the government.With the continuous improvement of peasants' living standards,their demand for cultural life is also increasing.However,due to regional differences,the development is not balanced.How to ensure that peasants enjoy the fruits of development equally is a problem that needs to be solved by all levels of Party committees and governments with "people as the center".Broadcasting,as a public cultural communication tool since the founding of the People's Republic of China,has well guaranteed the realization of farmers' cultural rights and interests.Although there have been several ups and downs,it still has strong vitality.This paper introduces the basic situation of Hunan rural broadcasting "VillageVillage-Sound" project,introduces the construction thread and management measures of Hunan rural broadcasting "Village-Village-Sound" around the three key words of construction,management and use of rural broadcasting "Village-Village-Sound",and studies the operation mode and function of Hunan rural broadcasting,which is manifested in the following aspects: Hunan province's fund,system,standard,etc.In support of the development of "village sound",three-level network platforms and hierarchical communication have been formed,which play an important role in maintaining social stability,helping farmers get rid of poverty and become rich,and quickly conveying relevant information in emergencies.This paper uses the method of questionnaire survey to complete the "Hunan Rural Radio `Villages and Villages' Audience Questionnaire" in two months.The data analysis combined with the questionnaire shows that at present,the users of Hunan Rural Radio `Villages and Villages' show the characteristics of older age,lower educational background and lower income.At the same time,nearly half of the respondents do not listen to or rarely listen to rural radio,and there are some problems in the setting of agricultural programs,such as the mismatch between supply and demand,and the time of broadcasting is not fixed.However,the "village noise" works well in terms of emergency information release,broadcast frequency,sound effect and so on.According to the questionnaire survey,it can intuitively reflect the development status of Hunan rural broadcasting "village sound".Combining with the field survey,interview and questionnaire survey data conducted by the management department of Hunan Radio and Television Bureau,the study also finds that there are still some problems in the construction,management and use of rural radio "village sound" in Hunan.These problems mainly include: unbalanced coverage,poor management,limited investment,lack of professionals,imperfect evaluation system,single content of the program,poor maintenance in the later stage,etc.In view of the problems,the article puts forward: in the aspect of construction,efforts should be made to improve coverage,build smart broadcasting,strengthen equipment maintenance;in the aspect of management,strengthen the supply of funds while introducing non-governmental capital,employing professional talents,improving management system;in the aspect of use,while enhancing the quality of programs,we should strengthen links with other places and so on.The paper also tries to give the scale of the satisfaction of the masses,in order to optimize and improve the "village sound" of Hunan rural broadcasting.
