The Northern Warlord government defines the government that the NorthernWarlords between March10,1912and April,1927. The Press Policy points to all the rullsof News communication activity that the ruling party and government enacts, includingnews career management and guiding regulations, news reporting principles andguidelines, the staff behavior rules and requirements, etc. The Northern Warlordgovernment was a transition period from China’s feudal dynasty to the modem civil rightsregime. The regime’s particularity decides the complexity of the Press Policy in thisperiod.This research mainly studies the political, economic, legal and military policies theNorthern Warlord government managements this period’s news career in the macroscopicsight, combining the mechanism and process of policies releasing, domestic and foreignpolitical power gaming and News career development and so on. It will compare the Presspolicies’ inheritance and development between Yuan Shikai’s period and after YuanShikai’s period, the difference periods of after Yuan Shikai and summarize the Presspolicies’ evolutional skeleton with repeated movements from loose to strict and to looseagain.This research analyses the Press policies’ characteristics and discipline of theNorthern Warlord government in the Systematology sight, such as: First, the NorthernWarlord government Press policies’ system is in frequent interactions; Second,theimplement of the Northern Warlord government Press policies is on different standards;Third, the Northern Warlord government Press policies have not set a Long term goal.
