Research On Project Management Of TD-LTE Network Quality Improvement In Liangshan

This paper studies the project management of the TD-LTE network quality in Liangshan, discusses the present situation and the development direction, and the quality improvement plan is studied by the application of project management method, from the time limit for a project, cost and quality of three elements analyses the promotion strategy.TD-LTE network construction is a long-term and huge project, many influence factors in the process of the project, the construction of the project need to consider, such as base station distribution and location, equipment selection, choice of base station power, etc.so as to make the construction scheme is the uncertainty, the uncertainty causing the project quality, cost, time limit for a project, as well as the nroiect risk and so on have bigger difference. In this paper. based on the TD-LTE forward the three project plan. In order to make decisions on the program, we use a multi-attribute decision model to analyze the various programs; on each attribute value weights determined using the principle of maximizing the deviation, the greater the impact on the project that is considered deviations larger propertyCombined with the actual situation of the project, the use of quality management, cost management and schedule management method, the project quality, cost and schedule were estimated, cost and schedule for the quantitative analysis used the work breakdown and other methods to estimate, the quality of the project through software simulation, engineering calculation method to predict,the results of estimation as a multi-attribute decision model inputs.. The project plan is decided by comparing three project scheme of comprehensive properties target after model calculation. After analysis, the project chose one of the construction program, through the integrated management of quality, cost and schedule, the actual cost of the program is about 10 million less than the budget, the total duration of 280 days,20 days shorter than the prescribed period, the project quality has reached the value of the challenges of project evaluation, project score 99.7 points.The purpose of this study is to evaluate the comprehensive construction program to make the duration of the project, cost and quality balance and maximize the benefits of the project, has guiding significance for engineering design work.
