Corruption has become a universal social phenomenon in modern society, which is a major threat to hinder the national economic and social development.Pan Jiwen, the secretary general of the United Nations, defines corruption as "global threat". With the development of market economy, the corruption problem in our country is also more and more serious,especially in medicine vocation.Some immorality medical behaviors, such as"Excessive medical care", "kickbacks", "Asking for money", have been the important factors that result in"expensive to see a doctor, difficult to see a doctor". Therefore, regulating strictly medical corruption and strengthening anti-corruption construction have become a very important problem for the party and people to resolve.Constructing powerful monitoring mechanism is the general demand which has been put forward by the central committee of the Chinese communist party. Firstly the problems of China's medical corruption and the state of management are deeply investigatedand?studied and analyzed in this thesis.Taking the 252th hospital of Chinese people's Liberation Army for a research example, a standard anti-corruption risk control information platform is constructed,which is based on existing business of hospital. As well, the functions such as publicity, education, supervision have been also provided by the platform,The main innovation of this platform is to bring the workflow technology into the power of the prevention, to realize real-time monitoring of the daily process of operating authority through the information technology method,to ensure that the power to regulate the exercise.to realize the power to be operated in the sunshine,to improve the anti-corruption work of the scientific effectively.The main work of this thesis is as follows.1) By the analysis of the construction objectives and functional requirements, the 3-layer business architecture is designed, including the presentation layer, application layer and maintenance layer.2) The functionsand sub-modules of each layer are given. Presentation layer displaythe related information of anti-corruption; Application layer develop some applications to manage the administrative power, the professional power, the suppliercredibility and the patient satisfaction.Maintenance layer supports the management of basic data and architecture.3) Taking the infrastructure projects for examples, the risk points of power monitoring are identified based on the created business processes of infrastructure projects.Then, administrative power monitoring application is developed by workflow technology.4) Combining the B/S architecture and C/S architecture, the system is implemented by ASP.net technology and SQL Server.The main functions include the construction of anti-corruption web pages, administrative power monitoring application and so on.
