Research On Anti - Corruption In China 's Network

With the development of the world economy and the progress of the Internet, using the Internet to reverse corruption has become a new trend in all the countries’ anti-corruption campaign. The network anti-corruption as a new anti-corruption method in the construction of being a honest government has its own advantages compared with the traditional anti-corruption patterns, which showing some obvious effects. However, the network anti-corruption inevitably faces some challenges in the process of its development as a new thing. Therefore, how to meet the challenges and solve the problems is our important task now.Through reading the relevant literature data, this paper states the definition, essence, models of the network anti-corruption and the theoretical resources and analysis-tool used in this paper. It points out the necessity of the emergence and development of our country’s network anti-corruption and interprets the value of the network anti-corruption to the building of our clean government. Then this paper analyzes the internal and external environment of our country’s network anti-corruption from four dimensions:the internal environment strengths(s) include:it is economic and quick, the anti-corruption clues are easy to preserve and search, it can form widely supervision by public opinion, it can cause officials’attention in short time, it can get obvious effects, it develops fast; the internal environment weaknesses (w) include:it is inclined to entertainment and vulgarism, the range and system of its effects are confined, it can cause infringement problems easily, the treatment of the anti-corruption lack of standard, it may be affect the judicial justice; the external environment opportunities(o) include:the internet develops very fast, there are many net citizen and they have enough anti-corruption consciousness, the network opinion leaders set good examples, the leaders of our country pay high attention to this; the external environment threats(s) include:the distribution of net citizen exists regional gap, the negative influences of the network opinion leaders, the news media do not play a good role as the gate-keeper of the public opinion, the relevant legal system exists legal self-contradiction and legal loophole, the negative effect of the government non-transparency information. On this basis, this paper discusses the route of our network anti-corruption. On the other words, list our network anti-corruption development strategy matrix, matching the above four factors and choose the WT strategy and ST strategy as the basic strategy of our network anti-corruption future development. The former is to keep the netizens’network anti-corruption enthusiasm and standardized the anti-corruption information export; the latter is to take high efficiency advantage of the network anti-corruption and promote its long-term development.
