In this paper, based on the spread of basic concept and basic theory of semiotics, points out that the broadcast media in terms of intercultural communication and communication, "second encoding" the necessity and important significance. All the way to seek "area" broadcast collaboration strategy under the big background of symbols to point and significance.Transmission without symbols and the meaning of the symbol is generated in the transmission, its formation and the law of the rheological, constitutes the human sense of the production and the cultural construction of the basic law. Thus it can be seen that the characteristics of the communication and semiotics blend each other.
