China's aging population has become increasingly serious, many experts predict that China will enter an aging society. In this background, the daily life of the elderly all aspects will be the focus of the society from all walks of life. Questions about the elderly appeared frequently in recent years, so strengthening comprehensive monitoring services for the elderly community and improving the care level for the elderly is of great significance. The other hand, with the rapid development of communications and Internet technologies, mobile communication network environment continues to improve, and the smart terminal platform has gradually become an integral part of people's lives. This paper designs the intelligent system for elderly-intensive community based on Android platform, which make the elderly not isolated under the big wave of the computer development. This paper introduces smart terminals to the community system framework, which focuses on "all-round monitoring" and "anywhere communications", and this paper brings intelligence and convenience to the elderly community.In this paper, we conduct a thorough study on the the current problems which exist in elderly community services, and design an APP based on the Android platform for voice and video communication. Besides, we also design the communication system on PC. The voice communication software is made up of client and server, the client is based on SIP protocol stack on the Android platform for development, while the service side is based on the free development of non open source SIP. The video module in the system adopts H.264 encoding and decoding technology to achieve the video transmission between PC and smart terminal. After the video communication, the communication records will be stored to the local server according to the demand, and the system also support remote real-time mobile terminal call. This paper conducts extensive experiment analysis on the proposed system, and verifies the availability and stability from function and performance aspects respectively.
