The government of Changchun City launched the project of "Changchun animation software and service outsourcing public technology platform" with the opportunity of international outsourcing business shifted to China, to meet the development of animation industry software and service outsourcing. In May 2011,Wu Lu qi Ba Group Co., Ltd. applied and launched the animation software public technology service platform project in the Changchun application software and service outsourcing industry park.The material library is the sum of the libraries in the Changchun software and service outsourcing animation public technology platform,as a variety of repositories. It includes all types of open-source library resources, tool libraries,frameworks libraries, etc. With the platform formally operated in 2012, the various types of materials have been managed on a unified management platform,which has now over ten thousand source codes, and thousands of tools and frameworks. After several years of practical operation, the basic platform management functionshave been widely recognized by the users. However, with the diversification of the growth in the number of materials, the management platform facesa continuous intelligent demand management which has become an increasingly urgent basic request. Depending on the platform the user's record, an intelligent platform should be able to match the corresponding variety of materials from different libraries. Thus, it could be of great convenience to the vast number of na?ve users.Based on the above background, this paper is constructed with the following aspects.First, the paper discusses the technical feasibility and economic viability ofthe project, with the majorcontribution summarized. The project uses existedproven technology framework and mature knowledge-based management system implementation model, with is feasible in technical terms. At the same time, the system repository will start from the legacy system as an integration of different libraries. The incremental development of the system will save the manpower and financial cost of the system in the economic terms.From both perspectives, technical and economical, the project is feasible.Secondly, this paper discusses the development background of the project.The growing demand is very prominent for the secondary development in the resource management platform. Similar knowledge management systems have been widely used. The paper shows the major engineering method used in this article in respect to knowledge processing methods and systems development methodology, whichfurther clarifies the target system.Then, the paper analyzes the system requirements in details, and also makes the overall and detailed design of the system. The system is modulized as the following components, including the database integration, the establishment of Knowledge and instantiated, the page design, and the back-end business logic. We also show in accordance the specific designed functions of the system in detail.Then, according to the domain knowledge, we make the rule modeling, the overall design framework of the knowledge base, knowledge base combed conceptual level model, and the rules and examples of modeling.Finally, the main functions of system are implementation, including the knowledge base operation functions, rules management, constraints, and display functions and features such as the implementation details of the code. Besides, we test and evaluate the system performance.The system described herein orients from the author's work content, which is the design and implementation of the related functions of the Changchun software and service outsourcing animation public technology platform for intelligent information management. Following software engineering software life cycle theory,the paper discusses the system requirements analysis, the outline designand detailed design, supplemented by discussion and examples of methods of modeling knowledge, and finally completed the implementation of the functions,and the test. The test results show that the system basically achieved the expected goals.
