In traditional Web technologies, there is a shortcoming that information can not be understood by computers themselves. The emergence of Semantic Web based on ontology solves this problem, and Semantic Web is the mainstream of network development now. Semantic Web Services is the combination of Semantic Web and Web Services. In Semantic Web Services, ontology reasoning plays important role. Ontology reasoning can find semantic relations among ontologies, and meets the needs of the user's query.Although OWL DL in ontology languages is based on description logic, it can not express the rule sentences such as"if... then ..." effectively. But SWRL (Semantic Web Rule Language) can effectively make up for these deficiencies. In addition, SWRL is based on ontology, and we can easily use instances and properties of existing ontologies to create rules of a field. Therefore, creating rules through the method of SWRL can better avail our reasoning in Semantic Web.In this paper, ontologies are established with the OWL DL language and rules are established with the SWRL language. After converting them into the acceptable formats of Jess reasoning engine, reasoning with them can be done in Jess. Firstly, the concepts of ontology, Semantic Web, and Semantic Web services are introduced respectively in this paper. Secondly, after introducing the relevant knowledge of SWRL, a framework of SWRL-based reasoning mechanism is built. Finally, taking course arranging of University as research background, a enquiry system for an university course arrangement is established to verify the feasibility and effectiveness of the SWRL-based reasoning mechanism.
