Modern telecommunications enterprise IT departments face increasing scale, huge variety of production and supporting and systems, because of its limited manpower skills, routine maintenance and administration is very difficult.ITIL was known as ERP system of IT departments of enterprises. It is presented based on the best practice IT service management processes. But ITIL did not applied in the IT departments of telecommunications enterprises. The reason is the lacking of method to combine 10 ITIL processes with business. The paper is addressed this issue, it presents and describes in detail how to integrate the eTOM level 3 activities with ITIL methods. And then describes the two important ITIL processed incident management and change management with the method of UML. Finally, open source workflow jBPM is used to realize the process to verify the feasibility.ITIL telecommunications enterprise IT departments will make routing maintenance work operational and controllable. IT service providers can effectively monitor the operation and maintenance work.
