With the rapid development of China's social progress and economy, people's living standard has been greatly improved, but in some areas of group incidents and violent terrorist cases still occur, which brings great threat to the safety of people's life and property, put forward higher requirements on the ability and effectiveness of modern society the public security organs to deal with emergencies. There are many shortcomings in the traditional public security command and dispatching mode and system, such as the level of command, the weak support of science and technology, and the poor operational effect. In order to improve the ability and quality of public security organs to deal with the emergency, it is urgent to reform the existing public security commanding and dispatching mode and system.Public Security Minister Guo Shengkun at the meeting of National Public Security Secretary pointed out:the police combat to optimize the policing mechanism, innovative service mode, perfect flat command system efforts. "Command and control" the flat is a dispatching model in recent years, the emergence of new public security organs, is characterized by large span, less hierarchical ", is the command center by the public security organs issued instructions directly to the streets of front-line police officers, scheduling case events surrounding the police" a dispatching mode of point operations and as far as possible to shorten the command level, realize the disposal of a sudden case of fast and efficient to improve the dispatching effect and enhance the overall combat capability of the police target.In this thesis, in order to improve the public security organs to deal with emergency cases and the ability of quality and efficiency as the goal, the introduction of enterprise "flat" management mode, combined with the actual work of public security organs, the full integration of police geographic information platform (PGIS), "three in one" alarm system, video monitoring system, mobile positioning technology, VOIP technology, unified communication technology and other existing public security business systems and information technology, a design based on the actual combat command and control system of flat management.This thesis first discusses the background and significance of system construction,this thesis introduces the basic situation of the domestic and foreign development of the command and control system, and the development of flat command system and the related theory of knowledge is discussed, by setting the alarm instance of traditional dispatching mode and flat scheduling mode were compared; Secondly, the research and analysis of the overall system requirements, design the system framework and function module, and the command and dispatch system involved in the shortest path algorithm is designed, finally the design and implementation of a unified portal management, police report, police intelligence analysis of three modules, and the testing process narrative.
