With the development of social economy and highlighted social contradictions, request of the masses on public security gradually enhances and brings about more dependence on "110" receiving-handling alarm system as an emergency tool. However, there is a great gap in receiving-handling alarm system used for years and the public expectation for lack of comprehensive information method and advanced technology. One of the important means in intellectualization, visualization, efficiency and accuracy of receiving-handling alarm is to introduce mobile and visualized disposal application system to make up for deficiency in visualization and accuracy and achieve intellectualization and efficiency of receiving-handling alarm in practice. "Mobile and visualized disposal application system in receiving-handling alarm system" proposed in this paper is raised, studied and realized to solve this problem."110" receiving-handling alarm dispatching system belongs to linkage and emergency command of public service. Emergency command systems of America, Japan and EU are most representative in foreign emergency command systems. Through "Three-in-One" system construction, receiving-handling alarm system in China has made substantial progress. Currently, receiving-handling alarm system construction is moving to comprehensive integration, data consolidation and multiple applications. With advanced mobile technology and widely used mobile terminal products, receiving-handling alarm system combined with geographical information system will be extended to each officer, which is a brand-new and important application in promoting police force by science and technique.Based on actual demand of police command center in Kashgar Prefecture and overall business framework of "110" receiving-handling alarm system, we tightly couple the mobile service, visualization service and the background service which can ensure efficient and accurate alarming activities in the alarm system, and use the latest mobile information technology. By implementing the mobile visualized alarm application, we can solve how the frontline police officers in the case of emergency communicate with the command center visually, and how to enhance the level of police work greatly. In this paper will deeply study complete design and specific implementation of the mobile visualized alarm application.In this paper, Chapter I introduces research background, significance and research status both at home and abroad. Chapter II gives a brief introduction to supporting technologies needed by this project, which are common supporting technologies in IT industry. Chapter III is the overall design of project structure. Chapter IV is core of this project, in other words, details of project design, which constitutes the mobile and visualized disposal application system in receiving-handling alarm system. Chapter V is the test of the system, and the defects found in the test were improved. The whole system is applied to the actual environment according to the plan. Chapter VI is conclusion and prospect of future application.
