With the comprehensive development of safe city construction and promotion of strengthening the police using science strategy, the construction of video surveillance is developing towards large-scale, networking, intelligence, and practical combat. It plays an important role at security and stability all levels of public security organs. Image detection technology has become an essential means for public security organs to detect cases.With the comprehensive development of safe city construction and promotion of strengthening the police using science strategy, the construction of video surveillance is developing towards large-scale, networking, intelligence, and practical combat. It plays an important role at security and stability all levels of public security organs. Image detection technology has become an essential means for public security organs to detect cases.On the basis of "13th Five-year Plan on the System Construction of Public Security Video Image Information" and the demand for deep application of video surveillance sources for public security organs, Speeding up the effective integration of non-standard video resources in our region is imperative. The brands of all kinds about video monitoring systems constructed earlier are not unified, independent system structure, single technology and functional dispersion. A large number of social video resources are running independently, and the available information is unused, like banks, schools, communities, internet cafes and other social video resources are non-standard equipments. They can not directly connect with GB network, which have serious impacts on the police during the video image detection. It is not helpful to cope with all kinds of emergencies immediately.Combined with the urgent demands of the public security for resource integration of video monitoring, video compression technique, image sensor technology, streaming media technology and intelligent video monitoring technology and so on are comprehensively applied to make effective integration over all kinds of private network Internet video resources. The thesis designs and realizes non-standard video monitoring resource integration system with the following achievements made:1. Realize the separation between control flow and media stream in non standard video signal; make protocol conversion through control over SIP signal; the media stream is flux smoothed; in the transmission process, packet loss retransmission is adopted with timeliness and stability of monitoring image guaranteed in transmission process in order to improve the system response and avoid delay in control flow resulted from large video streaming.2. Realize the unification of video signal pushed by each manufacturer in page display and operation mode; realize unified management over system function and jurisdiction; single setting is needed for jurisdiction management of all resources; detailed distribution of jurisdiction can be realized targeting at different demands of different users.3. Participate in research and development of non standard access gateway, realize functions like cross-platform video browsing, video play, video download, camera control and so on with the expectation to solve failure in networking share of old non-standard video resources, realize share of monitoring resources in order among each administrative management, service institutions, and satisfy the police's timely judgment over video monitoring influencing public security.
