Video monitoring system is one of the very important compositions in intelligent residential network. The aim of paper is to construct a video monitoring archetypal system, which can satisfy user through Internet to see and predominate timely the residential scene that happened at any moment. The legal user can access one's home computer at different place, and scan his house's safety condition or family's living status; also, he can login the management server of dwelling house, to scan the public information of outdoor environment. These satisfy the user at any moment and everywhere to know and control his residential circumstance completely and timely, as well as, scientific and convenient and speedy manage the intelligent resident of requirement.In this paper, the interrelated technique about video monitoring system are been investigated. Considering the residential quarters are special app, this paper differentiated the video streaming from inside the house and outside the house. The inside data has individual privacy, and the outside data has public characteristic, so some interrelated solve approach are been introduced. On one side, in allusion to so many users request the public information synchronously, and the problem of network congestion will come into being. This paper introduce a selective Multicast solve approach when the video data transmit on network, moreover, Buffer Assisted Multicast route equipment is used to provide one video streaming served many users asynchronous. On other side, two type communications' channels are designed separately and adopt the different communication protocol scheme: control channels choose the Transfer Control Protocol; and data channels act for video stream communications that select the timing control mechanism's Buffer Assisted Multicast to implement, which is based on User Datagram Protocol and its Real Time Protocol/Transfer Control Protocol etc. Moreover, some correlative resolve approach and optimized measure are introduced for this base. The multithreading skill and meshwork blocking program idea are synthesized, and accomplish some part of modules' implement. Finally, some experimental testing performances on the software are achieved. The results show that the software runs quite steady, and it doesn't appear exception, also, the picture is very clarity and fluency. These satisfy the users' requirements, and acclimatize itself to the flux of network. On the aspect of video stream transmission, display and management, the system is more convenient and agile. In allusion to multi-user request the public video monitoring simultaneous which would cause the network congestion and quality problem, the hereinbefore phenomenon show that Multicast mode and the correlative protocol implement are effective means. This paper possesses favorable applied foreground.
