Currently, the information network has achieved global coverage, and people's daily work and life heavily rely on the Internet.In China, more than half of the population has access to the Internet, which is even higher than the global average rate. With the further development of science and technology, the Internet has entered the era of big data. Lots of breakthroughs have been realized for data collection, use, dissemination, and analysis. At the same time, the risk of information leakage, identity theft and illegal use greatly increases along with the advance of data handling capacity. The task of protecting of user's personal information is facing unprecedented challenges.In recent years, personal information leakage becomes almost impossible to avoid. Spam emails, computer viruses, harassing phone calls, Internet fraud and other acts have seriously compromised Internet users'security. What have made the situation worse are the incomplete legal system, lack of government oversight and weak self-discipline of professionals, which have caused irreparable loss to thousands of Internet uses, both financially and mentally. Even till today, criminals are acting actively on Internet with the purpose of invading financial system using existing legal loopholes.In order to protect private information and avoid abovementioned problems, the developed countries have long formed a sound system and established series of laws and regulations targeting the public and non-public sector, industry, business associations etc. As a result, every entity that has access to personal information is ensured to strictly follow legal requirements and actively protect general public's information security. With the development of the Internet, such established system and laws in these developed countries are also constantly updated to achieve better protections. Currently, there are two main modes existing in developed countries for personal information protection, legislation and industry self-regulation. Although these two models have their own advantages, single model can easily cause potential problems. On the contrary, Japan combined two modes and developed its own Internet protection system in accordance with national characteristics, which serves as a good example for our country.Even though the introduction and implementation of Internet in China is much later than many developed countries, it got popular and developed much faster. After the introduction of smart phones, the number of Internet users grew exponentially. In such case, current protection mechanisms and legal regulations in China fail to provide sufficient protection to public network security and personal information. The regulation of network information has become an urgent problem that requires immediate attention. At present, there is no specific legislation designated to protect against the disclosure of personal information in China. Besides, there are only limited ways to process cases involving personal information leakage, and no established systems to provide remedy and compensation. The development in such area has fallen far behind the fast-growing Internet industry in China. As a result, the study of network personal information protection is of great significance both for our administrative authorities and Internet industry. In addition, it will truly benefit public Internet users as well.We conducted comprehensive study on personal network information to five different levels. First, we defined'personal Information','privacy' and' personal network'and other concepts according to other scholars and legal provisions. We also tried to differentiate between 'personal profile','personal data' and 'personal information'. Second, we utilized examples and charts to thoroughly analyze why and how personal network information get leaked, and pointed out the risks of personal information leakage. Based on such information, we analyzed and compared between China and other countries in terms of measures to protect personal network information. The absence of legislation for personal information protection, lack of regulation and flaws in industry self-regulation system are revealed. Finally, we proposed several applicable and operable solutions for the protection of personal information based on China's current measures and legislative system. This also takes into account for our country's rapid development and fast growing Internet network.
