Difference Between Official And Civil Discourse

With the development of new technologies,traditional media have almost turned to Weibo,WeChat and other social media.Traditional media still hope to continue to guide the public opinion and lead the direction of media development with the help of new media technologies.Weibo,as the representative of the social media itself both have personal and public perspectives,ordinary users participate in the social public topic in continuous forwarding and comments.Official discourse in Weibo,both in the news release and the right to speak on the dominant position,citizen Weibo as the representative of the civil discourse with the development of new media technology at the same time become a new discourse power.This article is based on the smog topic on the social media platform to explore the difference between the official discourse and the civil discourse.Based on the frame theory,the author chooses the official and citizen Weibo to examines the differences between official and civil discourse.Typically,the differences in conflict frame,responsibility frame,economic impact frame and joking frame are significant,based on this result,we continue to examined the subjects,responsible object and other details of each frame.Through the discourse analysis,specific analysis on words,sentences of the official discourse and civil discourse are necessary,The study shows that although the official discourse represented by official department,the absolute discourse status in the information broadcast of cannot make it have a word in Weibo;the discourse structure is single,the discourse strategy is backward and can not satisfy the public's discourse demand;Although the content of civil discourse is more closely to the individual,It can also show better supervision of public opinion function in the smog issue,but the entertainment content and decentralized views expression is not conducive to interact with the official discourse.
