Quality Control Research On Electronic-Government Network Reformation Of Liaoning Province

With the rapid development of national informatization and application of the growing demand in Liaoning provincial electronic-government(E-government)construction,it is an urgent task to reform our E-government network in recent years.As a national pilot project,Liaoning E-government network reformation will be the role model in both management and operation field,which requires leading technology,mature system and stable operation.However,this is a long term systematic project which involves large investment and many other factors.It is essential to set up standardized project quality management in the process of project construction due to its complexity and difficulty,as well as its extensive influence to the government.Among all phases,pre-project quality planning is the top priority.It will define and establish quality policy,goals and responsibilities of the project.By further clarifying the quality scope and objectives of the project,pre-project quality planning will point out the direction and provide the decision maker scientific,convenient and timely decision information.Therefore,it increases the odds of success and decreases the risk of the system reformation project.Based on the actual needs of Liaoning E-govcrnment network reformation project,through plentiful research and statistical analysis,Quality Planning theory and methods have been employed prior to reform to improve the overall quality level of the project;Analyzing and summarizing project overall quality foundation and requirement,establishing technology and functional capabilities,reliability,safety,system expandability,timing and environmental adaptability requirement;Establishing project quality standard based on the quality foundation and requirement;Designing quality control management organization based on quality requirement,standard and its contents to allocate quality management responsibilities;Applying quality planning theory to establish quality control process,contents,and procedures,creating project progress plan and Quality Assurance Plan;Fonmulating project quality control plans before,during,and after the process of the project.In Liaoning province,this project is ahead of its time and is a traditional network reformation revolutionary breakthrough.It has transformed the original network system and application framework fundamentally.As requested by General Office of the CPC Central Committee and General Office of the State Council of the People's Republic of China,we are currently using IPV4 which is compatible with the future introduction of IPV6 to complete the transformation of multiple application system addresses and the user terminal address,without interrupting normal operation of each government agency and department.In the implementation process of the new system,network system reformation will be done in batches by applying double IP addresses to ensure the engineering quality with a smooth transition.This is not only testing the overall technological skills of our provincial information departments,but also challenging our technical professionals' comprehensive abilities of co-ordination and problem solving abilities.The reforming of the E-government network system is a great complicated systematic project.In the long term,how to integrate Quality Planning Theory to the implementation of the actual project effectively;how to seek the optimal balance among Time,Cost and Quality is on-going issues which will require further and thorough study.
