With the constant changing new situation of tax revenue and improvement in the construction of “service society” and “law-based governance”, state administration of taxation(SAT),supported by information technology, uses the thinking pattern of “internet+taxation” by adopting“the third golden tax project”, an innovative tax revenue management mode and tax service mode to accelerate China ' s tax modernization process. “ The third period golden tax management system”, the core system of the project, unifies the land tax revenue management system and tax service process and tax data, and is officially put in use by Yunnan province on September 8th,2015. Because of the problems existing in “the third period golden tax management system”, such as the localization based on the real situation of Yunnan province, the update and optimizing when integrating with the existing characteristic tax software of local taxation bureau of Yunnan province and when the tax policies change in the process of implementation, the local taxation bureau of Xiangyun county has encountered obstacles during the implementation process.Majorities of the tax staff are over-aged with poor computer operation ability, worsened by the lack of timely and unified training of operation, the tax staff are not capable of operating the system in a short time and in a sophisticated way. As a result, part of services are handled for a longer time,intensifying the concentrate and pay contradiction. Part of services' skillfully handling are mostly achieved by minorities' experience or resolved by various department on its own. There is a lack of an efficient knowledge base system which will improve the ability of tax staff of local taxation bureau of Xiangyun county to deal with the services of golden three system and provide a platform for learning the knowledge of taxation revenue to improve the quality of tax authorities quickly as a whole. The tax knowledge base system of Xiangyun county will set up a standard and accurate learning platform to improve every tax staff's ability in handling tax services.The research of this subject is driven by the the actual demand of the tax collection and management reform. Based on the problems that the taxation bureau has encountered in the process of its implementation, this thesis analyzes the demand of the system first and then analyzes the functions of the system to help the taxation bureau to solve those problems. The thesis mainly focuses on the technical analysis of the subject design, functional requirement and content requirement. After clarifying that the construction of the system is the necessary approach to meetthe practical demand, the thesis elaborates the design and implementation process of the system. In the function of the system, the knowledge system includes the information management of tax base data, the establish of knowledge information library, system explorer and basic system management;in the classification of tax knowledge, it includes tax knowledge base, personal knowledge base,golden tax services knowledge base and other knowledge base, covering most of the information for the tax services; in the structure of tax knowledge base, a scientific reasonable design is used.The development of the system is based on the ASP.NET and SQL 2012 data base of the NET framework platform. And the ultimate realization of system functions serves as a unified knowledge learning platform that enables the upload and serendipity learning of various kinds of knowledge.Tax staff can learn various kinds of taxation knowledge from the system and the system plays a vital role in standardizing all kinds of services, improving the quality of tax staff and taxpayer service and maintaining the image of tax authorities.
