Water management is one of the core business of Ninghai water group, the water supply network was first founded in 70 s and 80 s the last century, the aging pipeline is more serious, the underground pipeline is not very complete, tap water leakage rate as high as 28%, also often blast accidents tap being "yellow water" phenomenon, bring difficulties to the water supply to the masses, to improve the quality of service enterprises. On the other hand, with the Ninghai urban and rural construction, the pace of integration of urban and rural water supply has been accelerating, various towns are built in, due to technical reasons, water group can not achieve real-time control of the plant, increase the difficulty of management and cost management of intangible. This paper analyzes that the water group is currently the most lack of water supply network to support the management, planning and design, operation scheduling, decision-making management system platform.Compared with the traditional water supply system, the intelligent water supply platform pays more attention to the integration of information resources and automated production. It is helpful to improve the management level and production efficiency of enterprises. In this paper, we will design the overall structure of the intelligent water supply platform, the network structure of the platform, the server system and the storage and backup system from the design principle of the intelligent water supply platform.Then it is the detailed design and implementation of the business subsystem of intelligent water supply system.In order to deal with continues expanding of water user group, and reduce the number of concurrent, improve the efficiency of business charge system, business charge system adopts three layer architecture to develop. This system enhances the system's carrying capacity with load balance and other advanced technology, reduce the line requirements, and achieve the actual requirements at any time to extend the function. The system can be divided into 9 modules, which are system management,user management, meter reading management, charge management, account management, bill printing, business management, special account management, and query. System configures with different permissions operating account that forms clearresponsibilities for approval system. It effectively regulates the water reduction, water fee reimbursement, data query and statistics etc. work. In the process of design and implementation of the operating system, it is mainly from the following aspects:1. First, the division of the functional modules is divided, and each module is analyzed.2. Secondly, it is the charge system design according to the needs of business, the system designs multi-tier architecture, the system database of the E-R diagram and database. Finally, the four modules of the system class diagram are designed. Next,it is the business charge system implement, this part lists user management, metering management, management fees and account management as an example. The system server and the client's operating environment are introduced. It designs the main sequence of the four modules and interface.3. Finally, the system is tested. Firstly, the paper introduces the methods used in the testing system, next nine function modules of the system, 37 sub modules were tested. Though the test, the bug in the system are fixed.
