Xinjiang province has the largest forest resources in China. Along with the longest border lines, the forest protection area is huge in Xinjiang. Recently, violent and terrorist activities have become a big challenge in Forest Public Security in Xinjiang. Moreover, natural disasters in forest area and human destruction cases against wild animal and plants has always been a big concern for the Forest Public Safety agency at Xinjiang. In order to address these challenges, we need effective support for real time information exchange and decision making support. Using modern information technology to improve data gathering, network communication, visual conference, system decision support. The goal is to change the passive response model to progressive defense mechanism so that the damage caused by violent activities and nature disasters can be minimized as much as possible.In this work, we focus on the design and implementation of the HD video conference system of the Xinjiang Uygur Autonomous Region Forest Public Security Bureau. The main content of this research includes (1) The requirement analysis of the video conference system for Xinjiang Forest Public Security Bureau based on current business logic and network condition; (2) The use of MCU to build the province wide three level cascade HD video conference system that covers counties, states and the whole province; (3) Research and Analysis on the key technologies of HD video conference system; (4) The detailed design and application of high definition signal interface and MCU (Control Unit multi point control unit); (5) The performance testing for multi-mode and multi-scenario simulation that targets the potential full coverage for whole Xinjiang province.The remote video conference system implemented in this research has been widely used in practice. The system provides many desirable features such as flexibility, efficiency, quick response and remote assistance. The system has been served for the Forest Public Security Bureau for Xinjiang province. Together with other divisions of the bureau, the system has been validated as an effective tool for many for police affairs such as conferences, logistics and communication.
