Jiaxing Public Security Electronic Police Video Surveillance Management System Design And Implementation

With the construction of “Safe City”, E-police Video Monitor System plays amore and more important role in maintaining public security and social stability,ensuring safety of people’s life and property, preventing and guarding against all kindsof illegal and criminal behavior and improving the emergency response ability of a city.This thesis researches the E-police Video Monitor System in Jiaxing PublicSecurity Bureau of Zhejiang Province. According to the requirement of SoftwareEngineering Project development, it discusses the role and development of this system,makes the requirement analysis,the general design and specific design, and studies indetail the implementation of several service modules.Based on the function demand of the system, the thesis proposes an overallscheme. It designs and implements the front Video-Capture Subsystem, InformationTransmission Subsystem,User Permissions Management Module, Information Storageand Playback Subsystem,Video Show and Snapshot Subsystem,Alarm HandlingSubsystem,Platform Application Software. The E-police Video Monitor System installsmonitor probes in communities, important intersections, road toll-gates and other publicplaces of Jiaxing city. It integrates digital videos in a unified platform and achievesdigital, networked,intelligent and dynamic public security monitoring.The system adopts multi-tier structure management. It establishes monitoringcenter in Jiaxing Public Security Bureau, and establishes branch monitoring center indistrict,county and local police station, thus forming a multi-tier informationtransmitting structure from front video monitoring points to local police station,districtand county police station, then to Municipal Public Security Bureau.The project establishes a E-Police Video Monitor System with good scalability.The system’s requirement design and implementation provide technical basis for thefuture access technology of Jiaxing public security information system, also givesplatform foundation and project experience for the “Safe Jiaxing” construction.
