With the standardization of the SIP protocal, it became the popular signal control protocol in the IP field. Implementation the SIP-based video conference system is the hotspot currently. It not only enhances the extensibility and feasibility of the video conference, but also is helpful to develop new generation services based on Internet. After studying many mtechnologies about streaming media, SIP protocol and SIP protocol stack, we present a design mode of multipoint control unit based on the practice experience of developing the video conference. We create a formal model for processing the media subscription protocol by timed automata, and use UPPAAL to check the properties of the protocol.Under the guidance of MC model, we design the video conference server by using the RTC protocol stack. The paper dicusses the function requirement and detail design. This server is used by the video conference system and responsible for the management of the conference, session, media stream and so on. The availability and rationality of our method is validated by the video conferencing system, which can hold multi-party multimedia and data interactions successfully.
