With the steady and rapid development of economy and society and the continuous improvement of people's living industrialization,the urbanization level is accelerating, the rapid growth of private car ownership, followed by the phenomenon such as urban air pollution and traffic congestion is becoming more and more prominent. Global climate change has become the greatest threat to the human, the burning of fossil fuels, and the excess emissions of greenhouse gases, such as the global temperature has risen sharply, caused many disastrous consequences, the international situation is quite serious. Transportation industry as one of the main source of carbon emissions, the proportion is increasing year by year, the development of "low-carbon transport" has become the inevitable choice of all countries in the world.For coping with global climate change, ease the national energy security crisis, reduce pollution, ecological environment construction of two type society, the development of low-carbon transport is imperative. As China's major cities gradually begin to low-carbon transportation system construction, the construction of the obvious effects of growth and development level becomes the focus of attention. Firstly, this paper takes the urban low-carbon transport as the research object, on the basis of low-carbon transport related theory, draw lessons from the experience of domestic and foreign scholars, tentatively puts forward the concept and connotation of the urban low-carbon transport. Secondly, this essay focuses on building the framework of urban low-carbon transportation system, and analyzes the factors that affect urban low-carbon transport system. Follow the principle of relevant indicators and build the appraisal model of urban low-carbon transport, according to the situation of the development of the city. Finally,with the improved BP neural network evaluation method to measure the low-carbon transport development index of Xi 'an, the article compared to Beijing, Suzhou, Haikou, and determine the development level of Xi 'an. According to the evaluation results of comparative analysis, this paper puts forward the corresponding improvement measures and Suggestions.
