In the backdrop of increasingly industrialized and marketized media development, radio and television stations on all levels are taking all-round reforms. However, as the reforms are continuously furthering, the bottleneck effect brought by the institutionalization is more obvious than ever. As institutional organizations under supervision of local government, these radio and television stations are being managed strictly according to requirements for institutional organizations in terms of personnel, financial, asset composition and program content. As a media organization on basic level, Wendeng Radio and Television Broadcasting Station has started revolutionary reform to all internal systems, especially personnel system. Although the reform to personnel system has strengthened administration on employees to some extent, incentive mechanism has been introduced and evaluation system been improved, inequality still exists due to differentiated personnel management which has restricted the development of Wendeng Radio and Television Broadcasting Station.The reason why the personnel system of a radio and television station, a public institutional organization, doesn't meet the demand for current market competitions lies in the identity natures of employees in such organizations. Such personnel system lacks sufficient incentive mechanism and reaction protocol to market in marketized competition, which plays negative role in industrialized development of media. The personnel system reform should be precisely to-the-point to encourage employees with different employment contracts to work actively rather than ignoring the different identities and resulting in efficiency loss. This article will refer to the personnel system reform at Wendeng Radio and Television Broadcasting Station as an example, apply relevant Human Resource theories and cases in China and western media organization, discuss on how to deal with problems in the process of personnel reform in radio and television stations on basic levels, and offer thoughts and suggestions on how to improve personnel management systems in institutional organizations.
