Our country's public service organizations are institutions of government functions and the public service. Their tenets are of public welfare and the commonweal. Their participation in social affairs management, performance management and service functions, mainly engaged in education, science, culture and public health activities. Their ultimate aim is serve social and public serviceHowever what needs to be seen is that the current public service organizations'overstaffed organs and low efficiency. They are difficult to adapt to the requirements of the development of China's market economy and severely restricts the coordinated development of economy and society. Therefore public service organization reform has become a matter of a period of our country. This important problem must be quickly resolved is. However, according to the current situation, the situation of public service organization reform is intricate. If we want this problem to make a revolutionary change, it is very difficult, and this is mainly formed by institutions of the long-term objective decision the inherent system.Personnel system reform in the public service organization is the key problem to be solved urgently.The complicated employment system has directly caused workers'the existence of identity differences, thus resulting each link inequality in use, management, staff promotion, salary and so on, and severely affecting workers'enthusiasm and creativity. This problem has already become an outstanding problem in the process of public service organization reform.Public service organizations'two employment systems do not occasionally coexist, but the results of intensifying contradiction between what is needed under the socialist market economy condition sustainable development human resources and existing old management system. On the one hand, the institutions need to supplement talents to development; On the other hand, they can not be provided adequate personnel because of the fiscal income insufficient. Implementing full staff employment system is currently an effective way to solve the embarrassing situation in public service organization reform. Because of the gap in understanding and using the in the specific application, implementing full staff employment system has a completely different effect. What's more, present personnel management system in public service organization still occupy the important position, so a new type of human resources management system cannot build within a short time, which all objectively reflect the difficulty of the public service organisation personnel system reform.Taking the culture system reform in the implementation of the actual conditions of employment system in 2008 in Baotou broadcasting station as the research object, by studying the worker and hired workers in status, salary, promotion, post, etc, reasonably using comparative analysis of human resources management theory, I strive to make the relevant conclusion maturely in a comprehensive, objective and accurately, and to reflect real situation of the current employment system.
