With the rapid development of China's economy,tertiary industries such as service industries have risen rapidly.This has led to an increasingly large number of people employed in the form of flexible employment,making it different from the employment of formal employment within the system in the talent market and labour market.The flow of flexible employment personnel will become the most important employment group more frequently.Under such circumstances,the issue of personnel file management for flexible employees is also becoming prominent.Therefore,the personnel management system for flexible employees and its personnel file management system also need to be improved and innovated.This article provided a basic overview of the relevant concepts and theories of personnel files management for flexible employment personnel.It based on the development of personnel records management for flexible employment personnel in Hulunbeier City,and described the basic content and functions of personnel files management.Several problems were reveals in the management of personnel files of flexible employment personnel in Hulunbeier City,including the lack of seriousness in the management of personnel files,the backwardness of personnel file management tools,the lack of standardized transfer channels,the lack of supervision of the standardized labour contracts signed by flexible employees,and the lack of professional file management experts in the management agencies.This actual case study found that the causes of these problems were related with many factors,such as the lack of a management system,relatively weak infrastructure,weak awareness of social files,and insufficient management team capacity.These problems suggested to improve the personnel file management system,strengthen publicity to increase awareness of social files,strengthen the basic construction of personnel files,and improve the quality and ability of personnel in management department.We concluded that according to the unique characteristics of flexible employee,explore and establish appropriate personnel file management and services,and improve the personnel management system for flexible employment personnel,will promote more scientific and standardized management of flexible personnel employment personnel files.
