With the rapid growth of our national economy, people's living standards continued to improve, the rapid development of the communications infrastructure makes the traditional artificial management has been unable to meet the current demand, also the communication covers as important municipal infrastructure resources put forward higher requirements for information management. China's current communication covers management methods are backward, mainly based on manual inspection, lack of efficient intelligent real-time monitoring system. Although parts of the domestic part of the city by two coding digital management tools to achieve the manhole cover anti-theft monitoring, most of the existing information reading process is complex, real-time data transmission efficiency is low, manual operation can deal with a large quantity of defects.
