With the rapid development of global information technology,kinds of new media carriers continue to emerge.The society gradually walks into the new-media age.With the convenience which the new-media technology bringsto us,the new-media's new features of timeliness,interactivity and uncontrollability also make allkinds of emergencies become clear evidence. China's higher education develops continuously andgradually popular.As one of the important parts of society, colleges and universities have gain much attention of public because of their special status in the field of education and scientific research.And the college emergencies have becomeaeven hotter topic of the moment.As in the particular background of the new-mediaage,the spreading of the information of college emergencies inevitably presents new features.Compared with the traditional media background, it is not only a test to examine the resourcefulness and ability to coordinate the management of the university administrators,but also a higher requirement forthem to respond college emergencies.It has brought unprecedented challenges to the university administrators.The new-media background requires university administrators to re-examine the social environment,develop the traditional methods of management,research the rules and characteristics of college emergencies with the view of new-media and deal with college emergencies in new ways effectively.Once the university administrators handled the emergencies improperly, it may not only seriously jeopardize the safety and harmony of universities, butalso affect the stability of the whole society.So how to effectively deal with the college emergencies according to the characteristics of college emergencies under the new-media background has become a key issue of university administrators.Based on the above understanding, coupled with the reality of college emergencies' occurring frequently, the challenges which the appearance of new media brings to universities,as well as the theoretical basis and research interests of the author, the author has decided to make the subject of the research as the propagation mechanism and preventive solutions of universities' emergencies in the new-media background.Fistly,based on checking large numbers of references,the author has summarized the college emergencies' modes and characteristics of transmission under the new-media background and the impact which the new-media has brought to the universities when dealing with the unexpected events, including new challenges, ideas and opportunities by using documentary research method.Secondly,supported by a plurality of typical cases, the author has combined the theoretical basis of the crisis management theory, life cycle theory, grouping behavior theory and opinion leaders theory to summarize the shortcomings of universities' responding to college emergencies in the new-media background by using the case study method, including the unsound warning and prevention before the occurrence of college emergencies,the unsmooth information dissemination and public opinion guiding when college emergencies occurred and the delay of crisis evaluation and image reshaping after the college emergencies.Finally, the author has combined the above problems to put forward the strategies to respond to the college emergencies in the context of new-media by using the descriptive study method. They mainly cover three aspects: Firstly, build the new-media early warning mechanism before college emergencies.That is to build information monitoring systems and information management systems.Secondly, build the the public opinion collecting and guiding mechanism when college emergencies happen,namely, public opinion collection, information sharing and public opinion guidance.Thirdly, build the new-media public opinion repairing and evaluating mechanisms after college emergencies, including public participation, public opinion guiding and the image remodeling.
