At present, due to the rapid development of network information technology, more people use computer or smart device enjoying a lot of convenience that the Internet brings to people's lives. Many industries also develop new models vigorously and achieve information reform through the Internet platform. The medical industry has been closely following the development of information technology, which is used in video transmission, information management, medical education and so on. On this basis, telemedicine which has been studied by half a century will maximize the use of medical resources. Its forms are also gradually showing diverse trends of development, such as mobile, portable, intelligent, networked, etc. This makes it easier to penetrate into people's daily lives.Although the information technology for medical profession has achieved very significant results like improved the efficiency and reduced costs. But the nursing industry is still in the backward mode. The reason is its poor substitutability and high dependence on caregivers. With the increasing aging process, health care will be subjected to a more severe test. In order to solve the realistic and urgent problem, based on the existing monitoring and nursing research, we need start from the development of telemedicine to seek breakthrough. In this paper, the robot technology, network technology and intelligent mobile devices ha ve been combined and propose the project of networked monitoring system by service robot.Firstly, the overall design framework of the system has been introduced, and then expound the functional modules in detail. Use PC and smart phone as service platform and remote terminal to realize full integration of multi-functional module such as remote control, video monitoring, auto care, call alerts and personal information management and provide a comprehensive solution for remote care. PC interacts with the controller through the serial port and sends the control instructions to the robot to perform nursing. Use Java Media Framework to achieve a cross-platform video interaction between PC and smartphone. Through a variety of components and services in Android system, improve the reliability of unmanned care function. My SQL database is set up to save and query information of the physiological parameters about patients. Break through restrictions of LAN to access on the level of WAN, greatly enhance the usability of the system. Through a large number of system tests show that system overall runs well.
