Safe-City is an information system which has characteristics of integrated, multifunctional and synthetical. Safe-City is often used for public security safeguard and becomes an important part of infrastructure construction. Information technology plays a key role in supporting Safe-City. It is demanded for Safe-City to import kinds of information resources include video, sound and geographic information and so that it is often also needed for it to integrate a variety of systems include video surveillance system, audio alarm system and GIS.After analyzing current situation of the construction of Safe-City, this paper summarized two problems include the lack of sharing resource and the lack of system cooperation. Driven by the demand of different departments, Safe-City often contains a number of video surveillance systems which are often isolated with each other. However, the low utilization ratio appears as a result of the lack of sharing those video resources. On the other hand, various application systems are needed by Safe-City to provide diverse custom functions. Whereas, it is very hard to provide more innovative custom functions because of the lack of cooperation among those application systems.A method of uniform import and distributed forwarding is proposed to solve the problem of the lack of sharing resource. In addition, a method of integration based on MOM is given to solve the problem of the lack of system cooperation.Architecture for typical Safe-City system is given firstly. After that, above tow methods are illustrated in detail and the characteristics of those two methods are given followed. At last, driven by real demands, a Safe-City system is designed and implemented by using above architecture and those two methods. In summary, good effect of the Safe-City system which designed and implemented by the author proved the rationality and usability of above architecture and those two methods.
