Design And Implementation Of Safe City Project Based On China Telecom Network

With the construction of "Safe City", Electronic Video Monitor System plays a more and more important role in maintaining public security and social stability, ensuring safety of people’s life and property, preventing and guarding against all kinds of illegal and criminal behavior and improving the emergency response ability of a city.This thesis researches the Electronic Video Monitor System builted by China Telecom in Xinjiang Maigaiti county. According to the requirement of Software Engineering Project development, it discusses the role and development of this system, makes the requirement analysis, the general design and specific design, and studies in detail the implementation of several service modules.Based on the function demand of the system, the thesis proposes an overall scheme. It designs and implements User Permissions Management Module, Information Storage and Playback Subsystem, System Management and Control, Alarm Handling Subsystem, Platform Application Software. The Electronic Video Monitor System installs monitor probes in communities, important intersections and Telecom service outlets of Maigaiti county. It integrates digital videos in a unified platform and achieves digital, networked, intelligent and dynamic public security monitoring.The system adopts multi-tier structure management. It establishes monitoring center in Maigaiti police station, and establishes branch monitoring center in local police station, thus forming a multi-tier information transmitting structure from front video monitoring points to local police station, then to county police station.The project establishes a Electronic Video Monitor System with good scalability. The system’s requirement design and implementation provide technical basis for the future access technology of Maigaiti public security information system, also gives platform foundation and project experience for the "Safe City" construction.
